1. Yes, but that is extremely situational. And most of the time casting a Wide Singularity on a group of people would be preferable.

Shockwave is one of the most fun powers in the game. It's just sad that there's usually very little situations where another powers wouldn't do the same but better.
1. Before the Singularity reaches its target you're death (Singularity's projectile is very slow) and it doesn't go through cover or other obstacles (Shockwave does).
Shockwave is a great power to cause staggers and like Thisisme said - it can stagger an entire room. Which can be pretty effective. I used it a couple times in the video. Shockwave the Heavies to buy yourself a second or two without their nasty missiles coming in (if one hits, you're doomed).
2. Enemies who are hiding behind cover (especially those occupying the high ground) cannot be targeted with other powers (Pull, Throw and Warp will hit cover 95% of the time) - Shockwave will knock them of their feet regardless.
I agree with your last statement - Shockwave should have some extra flavor to make it a viable choice. A more dynamic and interactive environment should do the trick. Shockwave already destroys crates and explosive canisters, but there are too few around to justify investing in the power.
Although there are better and more powerful abilities around, Shockwave is fun to use and that's why I play Adept - to mess and toy with the enemy.
