In situations, Exogeni Lab on Nodacrux and Binary Helix on Noveria, mad scientist types let their creations get the better of them and got a lot of people killed. Yet, on Nodacrux, Shep can summarily execute or (attempt to) arrest the scientists, but on Noveria those options never occur. In fact you can only aid the scientists on Noveria.

Are the situations that much different because Noveria is officially colonized outside of Citadel authority?

I suppose it could be because none of the people still alive worked with the Rachni?
