only for Shepard

none of my Shepards are virgins at the time of the game events.  they have various attitudes towards sex, and varying degrees of experience, but even my super serious shy geeky paragon adept shepard managed to sneak a few encounters/relationships here and there.  youthful indiscretions, and a few shore leaves here and there, you know.
although my colonist femshep might as well be.  after her early experiences on and after mindoir, she's given up on sex for a long long long time

It's just a reference to the fact that he's never been with an Asari. Although that dialogue option doesn't make much sense if Shep shagged the consort.

Shep has been in the military for something like a decade at the start of ME1. The old saying about sailors or Marines having a 'woman in every port' has some basis in fact. Even if Shep was virgin at the time of enlistment it is extremely doubtful that he is at the start of ME1.

Very very true. 

I guess my Shep wouldn't technically be a virgin (since he was raped by the Consort. <_<) but in he blacked that out. It never happened. Ever.

I don't think he (or she) has to be a virgin or not either way. (although if you initiate a romance, they'll sleep with their LI, so if they're a virgin it's not due to a religious objection or anything...)
