It seems odd to me that a Group owner can only invite his friends into a Group. 

At first this isn't an issue: he invites his friends, they invite their firends and they in turn invite their friends and so on.  The Group grows and then, because the rule where everyone in a Group is on every Project in that Group there is a need to create a subgroup.  So the owner sets up this subgroup as a new Group and suddenly realises he can only invite half the subgroup because he isn't friends with the rest.

The choices are to send out a bunch of friend requests (there by trashing any privacy options he may have) or invite those he can just now and then ask them to invite their friends and to repeat the process (while hoping that that everyone in the subgroup is actually connected).  Obviously neither is ideal and because of this Group Members = Project Members relationship it's going to crop up quite frequently.

Solution: allow Group Owners to invite anyone from their existing groups (or even from all registered users).
