 Just trying to find out if there is a optimal weapon guide for each part member. For example, would Garrus be better suited for an Incisor rifle than a Viper? Would Thane be the opposite since he uses a different alternate weapon? Or should everyone be using the same weapon?

My general question is kind of, "Should Mordin and Miranda have a different combination of weapons even though they fall in the same category?"

In addition to, "Should Garrus and Grunt have different assault rifles because one uses a sniper rifle and the other uses a shotgun?"

Generally speaking, based on my experience and Mass Effect Wiki:
Everyone who can use sniper should use Incisor. No damage reduction (all other weapons: all squadmates deal some 50-30% less damage than Shepard) and squadmates are incredibly accuracte with it. Only exception is Legion, whose Widow Sniper deals a lot damage even with 43% reduction. IMO of course.
Anyone who can use SMG should have Tempest, the party members can compensate somehow for the innate inaccuracy of Tempest. Not much point giving them Locust, Tempest is better vs barrier/shield and pistol is way better vs Armor.
For pistols: Phalanx if you have Firepower pack, otherwise Carnifex. You might want to use Predator depending what class you play but party should be given the highest damage weapon considering that they don't fire much.
ARs: Only Samara uses AR as main weapon, others also have snipers which are better partymember weapons. Give them Vindicator or Mattock, not much difference. Due the way they shoot, full-auto ARs are not good for them, even when they're capable for almost 100% accurate fire.
Shotguns: Grunt should naturally use Claymore BUT make sure he's actually at point blank range, otherwise Claymore is pretty useless. Otherwise Eviscrator/Geth Plasma Shotty is the best choice (choose depending enemies or preferrence, i stick to GPS). No DLC? Skip shotgun users or have them use pistols.
Generally: stick to same weapons, the best one in class. The weapons are not different enough for any sort "combined arms" to work. Not to mention slowly firing and reduced damage dealing squadmates ruining that too...
