Part of the Collectors, yes. But the collectors were themselves genetically modified by the Reapers. I just find it hard to believe that the Reapers, who are capable of creating these swarms (They did genetically create the collectors), wouldn't want to do a swarm 2.0 that would kill their targets instead of paralyzing them. They have the capability, but they're not using it for some reason that I doubt we'll ever get an explanation on. It's like if the Sith and Jedi stopped using lightsabers for no reason at all. They're weapons that yield results, but they don't use them.

We can assume the 2 million only means London.

The attack on London would've probably been more effective if they didn't have to wait for their congestion charge payment to clear.

There are some ways to see this.

.

1 - The reapers are wiping out the entire humans population on Earth and this numbers are a total from all Earth. If this is the case, the Reapers are doing a terrible job and it would be wierd.

2 - Same case above but the numbers are from London only, than it would make sense.

.

3 (the one I believe) - The reapers are only targeting military personal and this numbers are from all globe. 7 million soldiers killed in one week is a HUGE number. This would also explain why London is not that destroyed. I mean, you can see huge building still standing.

.

Of course there is always the fact that this could be just a trailer and the numbers means nothing, the building are there just so you know it's London and it's the future...

I figured it was London because



1) Mass Effect sells primarily to a Western consumer base.



2) London is one of the, if not the, most widely recognised city.



3) They need to hit home that it's really Earth, and not Science Fiction Future Earth. The Houses of Parliament, the London Eye, these are things I can literally see out my window. The mile high future towers behind them are window dressing. You can't achieve that same kind of effect in other cities without running into the overwrought cliche of blowing up the Empire State Building again. For the millionth time.



Plus, they established in the backstory to the Kasumi mission that America of the future has gone to hell and is a shadow of its former self. Of all the nations to take back the mantle of dominant world power, I guess Britain is one of them. Especially considering the other obvious candidates are all Asian and therefore less familiar to a western audience.



It's about pathos.

The reapers would fall under the MO of a "sexual sadist" which means they get some sort of sexual gratification from killing. I think using these "swarms" would defeat the purpose and be

seen as too easy.
