After meeting Aveline and her husband, I tried talking to him along the road. His character model mouthed something as though he were actually speaking, but there was no voice.
Is this a glitch? Or, is it an insight into something we'll only know in the actual game that comes out on the 8th?

Turn subtitles on. He actually says something, there is no audio for it though.

However, they should still fix this if it isn't already corrected in the main game.

Yeah they should fix it because without subtitles on you don't see what he/she is saying. In DA:O every minor role was voiced from people standing around chatting to guys like Aveline's husband standing there on the road.

Definitely. I wasn't even aware he was saying anything until I turned the camera and saw his mouth moving.

Same here on the voiceless husband. Turned subtitles on and still no dialogue displayed. Either way this should be fixed for the final game.
