What do you have to do to get superior drakeskin / dragonskin / dragonbone?  

I approached him with drake scales and a dragon scale from the sacred urn quest.  He's practicing on the drake scales right now.  

Is there a difference between him doing it for free and paying him 10g to do it?
Is the superior quality stuff availability tied to the plot somehow or what?
