I've got to agree with some of the previous posters. Think about it: If the Batarians rose up as a threat and waged war against humanity and the Turians, the Council races would be distracted by the time the Reapers attacked.
My bet is that the leadership caste of the Batarian military has come under the sway of the Leviathan of Dis (the 'dead' Reaper the Batarians found in 2160). It's my guess that they repaired it, thinking it was a weapon to be used against the humans. Now, following Sovereign's failure, it is exerting its control over the Batarians.
With humanity and the Turians waging war in the Batarian systems, Turian and human worlds will be easier targets and less well defended.
This would go well with the teaser trailer, where Earth's defenses seem to have been shattered easily.
It would make sense for the Reapers to keep the two military powers (humans and turians) occupied when they are most vulnerable. What are the two species they know most about at this point? Yeah, thanks to Saren and given Harbinger's interest in Shepard.. I'd say the Reapers have figured out the biggest threat to their plans.
Also, I've been noticing a LOT of emphasis on the human-turian relationship, ever since the end of the First Contact War (and given that that is the area Evolution is covering right now, is it a coincidence that the devs want us to to think about that time period lately?). The original Normandy is based on turian technology and the new Normandy based on the old (plus with those incredibly useful Thanix cannons, right?). Plus, Retribution focused heavily on Anderson working with a turian squad to take down TIM/Cerberus (which was mildly successful). While the book was lackluster in comparison to the two, I noticed it was placing a heavy emphasis on collaboration between humans and turians in general. And if we really want to stretch for it.. if you look at the LotSB dossiers, there seems to be hints that way may be going to Palaven at some point to help Garrus out.
This could just be my bias towards anything relating to turians showing here but.. I get the impression they will play a large role in the next game, at least as a military superpower. The batarians have been a thorn in everyone's side, sure, but more recently it has been against the humans and the humans during that time have made a relatively solid alliance with the Hierarchy.
