The quickbar shows up in the level-up screen, covering the confirm button and receiving clicks intended for the button.

What screen resolution have you got in the game settings, and how big is your PC screen?

I've got one of those weird laptop 1366x768 screens.
OH! thanks for asking that. When I went to check it I found it had support for this resolution in the actual game menus. That resolution option wasn't available in the initial setup program and I assumed there just wasn't support for that resolution. That fixed the problem.
