From what we're told, they're random refugees. Not worth the price of an epic magical weapon each.
Look at the way 15 pieces is treated in the City Elf Origin. It's clear that the yearly wage for an elf is much less that 1 sovereign, and even that would suggest they'd have to keep working for a century to pay off.
Good point, but to be fair, Hawke and Pals were also random refugees. Just 'cause you're fleeing the Darkspawn doesn't mean you're worthless.
Though, you're right, even still 100 sovereigns does seem a bit much for Elves.

Well LadyHawke has hers mansion. And Im pretty sure she wont be cleaning, sweeping taking care of it. So she NEEDS some servants. And its pretty much the same if she hire some elf or buy elf slave and treat him nice ... but still her armor must be polished, her clothes washed, floor swept and dinner ready! =)

I think the largest discrepancy between the price of hiring a less than 1 sovereign slum-elf and buying a 100 sovereign slave elf is that the slave elf is a living battery for blood mages. You'd probably pay just as much for lyrium, and that is a non-renewable supply.

Or, you could just say that Hayder was attempting to bull**** you and exaggerating the amount of money involved. "100 Sovereigns" may be shorthand for "a lot of freaking money" like "a million dollars" is to most people.
