Changing video settings does not change performance

 I've not done much PC gaming in some time, and these questions may be stupid or unanserable.  Pardon my ignorance.  My machine meets the recommended requirements for DA2, except for my CPU, which is just under (but above minimum requirements).  I'm using Fraps to measure FPS.  

In the opening battle, I get 18-25 FPS no matter what video settings I use.  Low to high, AA from off to 8x, it is always the same.  Cut scenes run at a steady 30 FPS.   Is it possible there is some setting for my video card that is wrong?  Or is this a problem with my CPU?

My specs are

ADM Phenum 9500 Quad Core 2GHz
8 gig Ram
ATI Radeon HD 5670
Windows 7 64 bit

I'd like to get this game for the PC instead of the PS3, but won't if I'm going to be playing at 20 FPS.  Is there anytthing I can do to diagnose the problem?  Or is the problem obvious to those of you who know what they are doing?

Did you try to disable things like antialias or to switch to medium textures? Also, reducing the video resolution may help. It's all done in the "configuration" menu.

Yeah. Changing the setting has almost zero impact on FPS. At a very low resolution with everything set to low or off, I get 5-10 more FPS compared with the highest resolution, DX9, medium details, and high AA.



Maybe this is all my machine is capable of?
