I just re-installed DAO after a long time. When I last played it I had redeemed my codes for Blood Dragon Armor and The Stone Prisoner DLC and they had worked as expected. I have since uninstalled all that stuff and gotten a new computer so I don't have any of that old data left. When I look at my http://social.biowar...ntitlements.php page, both DLCs show up there but there is no option to download them. The DLCs also aren't available in-game on Downloadable Content page. How can I get the DLCs installed again?

They should have redownloaded and installed after you logged in to your account.
If all the tabs in the Downloadable Content in-game menu are blank after you logged in to the account which is entitled to the content, then it sounds like a problem with the DAUpdater - you can find some solutions in the Redeemed DLC Unofficial Troubleshooting and FAQ (PC Only)
You can also try manual download - the links are at the bottom of the article here: http://dragonage.wik...ntent_(Origins), but you have to remember that it's not the primary way to get those two DLCs installed (that's why they don't have download links on this site).
