My graphics processor does support DirectX10 but not 11. So does that mean that I can crank up the Graphics Detail setting to High?

if a graphics card is DirectX 10 compatible it also supports some features of DirectX 11, but not all. So you can use the DirectX 11 renderer and play on high settings and your DX10 card will use DX11 effects supported by your card. This is an old build, however, and Directx 11 is unstable. BioWare said in a sticky thread not to use DirectX 11 quality graphics.
