War and rationality. Unlike the scenario presented by the OP'er where the Salarians would wipe out the Humans for being too dense in population, the genophage was implemented to stop a species from taking over the galaxy. The Krogans were trying to take over territoties owned by Council species, and if they weren't challenged, the Krogans would have continued to take over territories. If they hadn't used the genophage, either the Krogans would have taken over the galaxy or there would have been a more prolonged and bloody war between them and the council species.

The Salarians didn't use the genophage for asinine reasons.

Well, to be serious, there are a couple of reasons it wouldn't work if the Salarians tried it on a different species. First, there are no other species that breed as prolifically as Krogans (except maybe the Rachni), so there'd be no reason to use the genophage anywhere else.



But for me, the most important reason it wouldn't work is simple: Scientists. Salarians may have a great science arm, but so do the other races. There are so few Krogan scientists that there's no real danger of the genophage being cured by that race, but if it were released against -- say -- the Quarians, you can bet they'd have their best scientists looking for a cure as soon as they found out.



The Genophage only worked against the Krogan for so long because there are no Krogan scientists.

Actually they are something worse than evil, they are cold logicians with few emotions and loose to non existent ethics whe it comes to science. Evil is an emotional state, Salarians just don't care! which is worse than being evil mind you.

But he still made the Genopahge and his supevisors had no problem making it. Salarians aren't evil, they just see the end justifying the means as the right way to be scientists, and that leads to evil results some time.

I know a player like this who says that ME should be as hateful and dark a universe like his favorite game Warhammer 40k where every race is hell-bent in the genocide of every other race. He keeps saying that it should be like that and that all aliens are evil because "everybody" sees ME like Warhammer 40k RPG lite and that is why they can't be good!

I'm actively pro-Krogan but even I appreciate that it was the only way, it's just Krogan nature.... they still haven't learned from their past mistakes... that is what is killing them. Without the Genophage there would only be Krogan.

The Salarians thought they were forcing the hand of the Krogan to change/adapt their behavior because they thought the Krogan would naturally realise the futility of failing to address their societal problems by working within the confines of birthrates comparable with other species (accounting for infant mortality). Instead they refused.

Realising the futility of it the focus of their attention should have shifted towards societal integration and development and they would (and may still yet) cure the genophage on their own terms and have evolved societally by that point to the point that they would be reproducing responsibly in sustainable numbers and providing for their people, and in turn (may still) be peacefully integrated into galactic society and contribute to it productively, not destructively. 

The Salarians gave the Krogan the benefit of the doubt by giving them a chance when they could have neutered them all. It's a blessing in disguise that may allow the Krogan and other species to live peacefully, therefore it was the right thing to do.
