I still dont honestly think they will put a MAJOR decision in DLC that would involve someone's death.
I just see this as creating too many problems for ME3 since they would have to account for people who didnt play the DLC for importing purposes.
I suppose that if the Batarian POW is indeed true they could have ME3 begin with a cutscene saying you've been captured if you HAVENT played the DLC, otherwise if you HAVE played it you will just begin in the camp.
I also wonder how the events of Lair of the Shadow Broker will affect ME3. I still don't expect it will be nothing more than a superficial change (along the lines of Saving Wrex or Killing Wrex in ME1 for ME2).
AGain, who knows? Bioware stated somewhere that they have a lot more freedon im ME3 and therefore they could easily explore multiple path points.
I agree with your first point (highlighted) that there will not be a major decision in the DLC. It will be epic and awesome, but it will NOT really give you any divergent choices.
As for your second point, I disagree about the 'superficial change'. The LOTSB DLC did not have a single decision in it. If you think about it, no decision you made in that DLC have different consequences (LOTSB SPOILERS FOLLOW):
-Spoiler (highlight to read): You always catch Tela
-Spoiler (highlight to read): The hostage always survives
-Spoiler (highight to read): Feron always is rescued
-SPOILER (highlight to read): The Shadow Broker always dies
-(highlight to read) The only thing that differs is whether you have a relationship with Liara or not.
So, my point here is that there can be some major events that are accepted as canon in ME3 because these DLCs won't have decisions that are divergent. I doubt that the LOTSB or Arrival DLCs will be optional events in ME3. My guess: if you have not played them, they will still have happened and will be referenced in game.
