...No, it doesn't work that way.
Microsoft doesn't allow independent stores on their system. Dragon Age: Origins "in-game store" is just a mirror of Microsoft's Xbox Live servers for DA:O. They wouldn't allow Bioware to put in a different game's content through that. Not to mention, even if it were possible, only DA:O players would be able to access it.

Yeah, it will. Any DLC you have a code for will work with Xbox Silver/Free.

On topic; not Bioware's schtick, complain at Microsoft. It's a policy of what they do and give to their Gold subscribers. I just hope Plus doesn't start this up as well. So yeah, if you're to complain about something out of Bioware's hands, go to Microsoft.
As for makiing it available via EA servers, while that is a fine idea, I really don't think you can circumvent Microsoft that way.

You need a medium through which you can download something in order to get downloadable content, imagine that.
It's not like you get it for free when you download it on the PC either, since you're paying for your internet connection.

Seriously.... Having a Xbox Live account to download DLC on the Xbox is the same as having your EA Account to download DLC on the PC... you just need both if you are on the Xbox.
I mean, I don't mean to be rude, but if you are objecting to having a SILVER account, then you shouldn't be playing this game on a Xbox 360, nor ANY game really.

You do need Live, however there are two tiers to it: Silver is free and gives access to the marketplace where DLC, demos etc. are downloaded from. Some demos are released later to this tier than to the Gold tier, which is a paid service. Gold gets access to online multiplayer as well as other services depending on region (netflix, skyplayer etc), but both have access to downloading DLC, both paid and free as well as other download services such as game trailers, demos and so on (again, with the condition that some are released sooner to Gold members, such as the DA2 demo).

All Xbox Live silver members gain access to demos at a later time than the premier for the Gold members.
To be truthful, the demos are usually out EARLIER than at other sites for Gold Xbox Live users and by the time other places receive demos, the silver members do as well.
The only reason this is a problem now is because it was a mandated release on the demo and the Gold users couldn't receive it early.
Microsoft policy is irrevokable.
