Not that I'm arguing that there're any inherent problems (since I just said otherwise), but Bethesda do police the avatars quite heavily and even clamp down on those that are "too big".  Then again, they don't allow inline images or pictures in signatures either.

The worst thing that tends to happen with custom avatars is when someone deep-links to an image on a site that they don't own which can quickly eat the owners bandwidth.  Many retaliate by subsituting the user's chosen avatar for a picture of a willy or something equally embarrassing.

Probably not.  Debate is one thing, but in my experience of forums, petitions tend to be less welcome.

If your going to let people have fully customizable signatures, you might as well go all the way and allow customizable avatars as well.
