I started a new playthrough of ME2 a few days ago.
I imported the same ME1 character I have imported twice before, and started the game. It played just fine. However, the next day, when I tried to "resume" the game, it said it was unable to load because I was missing "shadow broker" (sorry, I don't have the exact text of the error). I went back into my xbox download history, found Lair of the Shadow Broker and set it to download again. 5 seconds later it said it had downloaded so I went back into ME2 and "resumed" my save game just fine. I played through the first colony and made it to Omega when I saved and shut down.
Tonight, when I tried to resume my game, it said it was unable to because I was missing Shadow Broker. *sigh* So I went back out, downloaded it again, and tried to start again. No luck. I downloaded it AGAIN, and tried to start. No luck.
As of right now, I have deleted Lair of the Shadow Broker and am downloading it again. However, I have a hideously slow internet connection, so I may not even get it downloaded tonight to see if that fixes it.
Any ideas what could be wrong?

This has happened to me before (the day LOTSB came out). All I did was reboot the game and it worked. Never happened since.
I suggest downloading it again and then coming back to it at a later time (e.g. tomorrow). Should do it.

How many XBox 360 consoles have you used your GamerTag to play ME2?
I ask because there maybe a License issue that you are dealing with if you have.
So, if that is the case, then I recommend that you at least check this website to confirm which consoles your licenses are connected to: Transferring Content Licenses to a New Console

I've only had one XBox, it's the only one I've played ME2 on. I did upgrade the hard drive, but I used the xbox transfer cable and disk to do it, so that shouldn't be the problem.

I've now had this happen to me. First of all it said that I couldn't load because LoTSB was missing, then the same thing happened again and it said that Overlord and Kasumi were missing as well?
Now it's stopping me from logging into the Cerberus Network. What the?

Just loaded up again and didn't sign in to Xbox live, works perfectly fine. Seems the issue came about due to issues with Cerberus network or Xbox live...

Like what Shockwave81 said, I was going to suggest not signing in to Xbox Live. Back when the game first came out it was having some issues like this.
Best suggestion is to delete LOTSB which you did, re-download it, and then play the game without being signed in online. I've heard doing that works best for most people.
