So, if a server is currently using the unmodified version of a tileset from the vault, which the CEP adds in... can they update CEP and remove that tileset hak and have it work still or would they have to rebuild the area?

Um, if you mean tilesets which have been added with the [CEP] prefix, I think if you remove the current hak, you'll have to rebuild your existing areas with the CEP fixed/modified one, as the set names are different. OTOH, you can add new features to those areas which use bioware tilesets that have been extended; for example, you can add alleys to your existing city areas.

Yeah just curious... if we use LOW searsonal for example, and CEP adds that same tileset, if we'd have to redo all the areas. I guess we would, that stinks.

It would depend on how they added it. If they kept the original set name and layout, but merely cleaned up the tiles, if need be, or added some additional groups, then you'd probably be OK as is.
While really I've no idea, nor have I read up on CEP forums regarding this issue, I suspect additional tile sets being added to CEP are more likely to be sets which have been more or less abandoned by the original author(s) rather than those by authors still fairly active on the NWN CC scene. Thus, I'm guessing LOW's stuff, though very popular, isn't a likely candidate for addition to CEP.
