Well, it's implied that Europe is one country in mass effect, so it would be more appropriate to compare with Europe instead of just Britain. It's also 180 years into the future, so that argument doesn't really work.
I for one, am glad it's London that gets featured in the trailer. The city is easily one of the, if not the most recognizable city on Earth. It has a lot of history, certainly much more than any city in North America, and it presents a nice opportunity to mix old and new, with buildings that are hundreds of years old.
In the end though, they had to choose one city, and this debate would probably come up no matter which one they chose.

4 of the 8 most powerful countries in the world (if G8 is an accepted standard) are European. Plus represantatives of the EU. You tell me they don't have political power...not to mention it's just a matter of time until Germany gets its permanent seat in the UNSC. The erosion began imho with the end of the sowjet union as this somehow removed the utility of being in best terms with US.
But as the 90 were a booming decade those subtile changes would first become obvious with the first real crises.
