I think one of the other really important things with Kirkwall seeming at all like a believable city will be the sound effects and ambient sound. The ambient sounds of Athkatla in BG2 were fantastic towards making it seem like a fleshed out city. Then again, it might seem bizarre if the sounds lean towards some bustling city while visually it looks half deserted.

Eh, I think it has more to do with how even the very first thing we heard of DA2 was Zeschuk commenting on how they were working on the tech to make the game look visually "super hot." And how the improved look of the game is one of thier big marketing bullet points- to the extent that the likes of Silverman slam Origins' look.
If BioWare wasn't drawing as much attention to how they've "hot rodded" the look of the game, I wouldn't pay it as much attention. But since they are, I think its entirely fair to call them out on it, especially if its not looking that much better- and that goes for the art to the technical side of the graphics to just how much atmosphere locales do or do not have.
