It's not that the toolset can't make content for the consoles; it's that the console makers (Microsoft at least) won't generally allow mods to be distributed outside their networks (Sony has been known to allow it for certain games, though).

Ever hear of Wyvern Crown of Cormyr? Or Darkness over Daggerford? Both of these were created by modders; one actually became a Bioware Premium Module, and the other was supposed to be, but Atari backed out of the deal at the last minute. In fact, at least one person that worked on Wyvern Crown of Cormyr later went to work for Bioware, and was involved in developing DAO.
