There is quite a few console gamers, who would buy the PC version if there was a toolset also. Interestingly enough!
Toolset or DLC which would you want more?

Toolset, hands down. I've enjoyed everything I've downloaded that was fan made, I didn't care for most of the DLC for DA:O. Without some fixes from the community DA:A would be unplayable on my machine, and I don't simply mean "inconvenient". If we can expect more of the same, I'll be turning to the community for expanded content and patches.

Well. theres no way to do mods yet via console but don't rule that completley out just yet. They've been doing custom map packs for games like halo reach and custom car designs for Forza for ages. Just build in an internal point structure as you progress in the game and make that the basis for a mod depository via console simple really. just make sure all mods follow the EuLa thing.And just include a database center for the 360 accsessable via the game itself. If we had a toolset for the 360 id easilly switch to console in a heartbeat.

DLC, The modding community for Origins was nothing like that of Neverwinter Nights, and the Project system Bioware has was abused by many and only contained a few real mods or projects.
and it makes little sense for players to post mods on 3rd party sites when bioware provides a better way to distribute player content.
Simple buy it, download to PS3 or PC, play it.
