Does anybody know if they fixed the joining bug? (The one where you can only complete their joining as long as Blackmarsh is completed last? Or does it not matter anymore?)

haha i literally just encountered this for the first time 30 minutes as well. No, there is sadly no fix and Bioware appear to have completely forsaken DA in favour of DA2. I haven't found any mods either. Shame ... its the only side quest i haven't completed.
