I'm currently trying to install the Dragonage II demo.  I download it, I install it, success.  I hit play it says 

"This application has failed to start because d3dx9_43.dll was not found.  Reintalling the application may fix this problem." 

I reinstalled it about 3 times now, same results.  I checked the tech help forum and got a "working solution" thread for it.

I currently have 9.0c directX on Windows XP.  

When I try to install the update they suggest that works and everyone else says works, it says

"a cabinet file necessary for installation cannot be trusted.  Please verify the Cryptographic Services are enabled and the cabinet file certificate is valid."

I've checked it and it's enabled and set to automatic like a few guides I looked up said, but still the same thing.  I've updated my graphics drivers as well as all windows XP updates and still nothing, fresh DL/install of the game, and same with the link provided in their forums.  Anyone have any ideas of what to do from here?

Go to Microsofts Website and Donload (DirectX End-User Runtime Web Installer). That will fix the missing Digital Library

yeah I did that, that's where I got the "a cabinet file necessary for installation cannot be trusted. Please verify the Cryptographic Services are enabled and the cabinet file certificate is valid" message from. It starts the installation progress bar and then stops with that message. When I close the window it just says "installation failed"
