I know a lot of people out there, including myself use third party clients, such as Steam, to acquire their games. My question being; does this negitively impact the download counter? I would assume that it's based on account login, but you never know.

If I'm not mistaken, your DL is only logged if you sign into your EA account once you've fired up the game. So no, steam probably would not matter.

Yeah only the accounts logged in are counted. So it doesn't matter if you download from 3rd party clients, nor download several times from BioWare.
...maybe unless you're crazy and create several EA accounts only to add up.
