Because Freud says we all lust after our opposing-gender parent, and our same-gender siblings and same-gender parent are competition.

Ah, sibling rivalry is not a JRPG thing. Its a trope that can be found in all stories and most importantly, real life. Hence why its so common. Bioware decided to give both a friendly and rival sibling just to increase replay value. You can, of course, make Bethany or Carver friendly or a rival as you choose.
So if you are bugged by Carver being your rival than work on making him friendly.

He's probably like my youngest brother, while Bethany's more like my middle brother. My youngest brother does not take to authority well, and being the oldest child in our family by 8 years, I was a semi-authority figure when he was growing up so our relations have always been rather chilly. (It doesn't help that we're both a bit tempermental/prickly and highly opinionated.) My middle brother, on the other hand, is a very mild, sweet, even-tempered, all around nice kid (the sort of person that *everyone* sorta likes). Kind of like Bethany, perhaps.
