They are either like an vice versa Asari ( elf+other species= other species child ) , or "wizard did it" like in DnD where half-dragons-quarter-elves exist. At least they do not produce half elves in DA.Nerevar-as wrote...
Yet being elf as a recessive gen is harder to accept now.

To find Anders you have to go in a shop in lowtown. Whe you aske the owner about a grey warden, she said that the only gw she know is the one on the throne of Ferelden. And then, when you go back on the street a group of fereldan people confront you, because they don't want Anders to be found. If you choose to let beth talks, she said that hawke and beth are fereldan too....the group then peacefully leaves, with the phrase "All hail to King Alistair"

Maybe elves are an artificial race as it seemed to be in Arcanum? There are clues of elves and humans living together that don´t match up with Arlathan tales of elves as the first race.

Yep, there are many questions about the elves that need to be answered. And with the updated look it seems like problem is not in recessive gen but in a complete genetic overwrite. It look like elves are some kind of first "failed" sentient species experiment. They were very adaptive but very stagnant.
About dwarf+elf I think that child will be full dwarf once again.

Well the ruins in both dalish origin (where you find the eluvian) and brecilian forest have both human and elven artifacts in them, but it isn't known whether they predate Arlathan or not.
