She was writing letters between herself and Fenris.
And Fenris wanted to meet her.
But his sister was working with his former master the whole time and promised she'd be the next Magister if she turned Fenris in.
So she tricked Fenris and said she wanted to meet him and she tried to turn him in to his former master.

Actually, what is more facepalm worthy is the fact that just because someone is given the name 'Leto' you think that the writer based it on the surname of a singer from a band. *rolls eyes*

And the Arishok will not be allowed to leave Kirkwall until he finds that book.
