Yes. It seems that both Orsino and Meredith are enemies at the end.

But I guess what I'm really asking is: Can we side with Sebastian AND save the mages? Like, I can condemn Anders for his actions but honor his will by trying to make life better for the mages?

Ugh. It's like the developers don't understand the difference between "dark" and "ridiculously depressing". A Doctor Who reference was made earlier, and it seems to stand here. Doctor Who has "dark" moments. I mean, considering his history, his character alone is tragic. But the Torchwood spin off crossed the line from "dark" to "ridiculously depressing". It doesn't mean I won't keep watching Torchwood or I won't play Dragon Age II, but at this rate they're not going to hold the special place in my heart that their predecessor did.
