Taken literally, it just means he won't have sex with you.  Which makes sense, given the end of his short story.

Alright guys. I think this is where I take my leave--the potential that the 4chan bit was srs bsns has put me right at my spoiler-loving limits. It has been fun! I'll see you all on March 9th (as I doubt I'll be doing anything besides playing DA2 the day before).

Oh, darn. I was like "OMGOMGOMG!!!" But then I thought about it, and I started to think, "Wait! Would a prince want to marry a mage, even if that mage has noble blood? Alistair didn't want to marry my mage, so hmmmm..." LOL got the wheels turning there. But Sebastian seems the type to honor those he loves, since he's honoring his family's wishes and all that.

Thank goodness. I was feeling trapped because it seemed like I was stuck with Isabela, Anders or Fenris. But now that I know that Seb is a romance and everyone is bi, I can have my Merrill, I'm just really happy.
