So I have Zevran all the way up to 100, I gave him the boots and the gloves, we did the dirty, but he is still stuck at "Adore"! Did I miss something?

For all companions you will need to complete a personal question before they are eligible for the "Love" setting. Zevran's will come up a little later, you can't really avoid it.
