I have the game on PS3 (as my pc cannot rune games like this) an I am wndering if anyone knows (or to put the idea to Bioware) of transporting the PC mods to the PS3/360 versions (kinda like how Unreal 3 did) . Could this be possible?

Not currently possible - right now mods are PC only.

There are various issues. To start with, the mods are not binary compatible (big-endian vs, little-endian), so even if you would copy the files over, they would not work.
BioWare has tools to make console versions of the files in question, and it is possible that at some point in the future there will be a system where the best PC mods are made available for the consoles - they have indicated that they are looking into it, but there are no specific promises yet.
The bottom line is that at this time the community does not have the tools required to make mods that would run on the consoles.
