I purchased the game over Steam and got the Cerberus key through them. I didn't really think much of not getting the DLC associated with the key as I was happily playing the game.

I later went to download some of the added DLC, such as Shadow Broker and when the download screen came up, EA had automatically charged me 1200 points for the Cerberus content (which I had the understanding was free), so I had to buy more points to get the content I was after.

So, is the Cerberus content free or not?  Was this an error on EA's part?

It's... usually free. However, had you activated the key you got through Steam though? If not, they might have assumed you didn't have one, and charged you automatically for access to DLC

Just a guess on my part.

I did activate it. Every time I try to re-enter it, it says it's in use.

Secondly, why would they automatically assume I wanted content I didn't choose and thus automatically charge me? Yes, I wanted the content, if it was coming with the key, but there is no way they should automatically charge me even if something went wrong with the key, because I would have preferred prioritizing my DLC.

Like I say, I'm guessing here, but the Cerberus Network has also been referred to as the primary DLC platform. It could be that you need it to get any other DLC activated? That'd result in an auto purchase as soon as you tried to pick up any other DLC....

However, if you activated it first... then yeah, I'd call bug here. :) Even if my guess is right.

Do EA mods respond to posts or is this forum just to placate people by giving them a place to complain?

Does this report need more information or am I to assume EA is perfectly fine with their deceptive tactic at getting my money?
