You are comparing a small city state to a large empire.
No, i'm pointing out the whole "news spread faster than coins" thing isn't really a given, nor anywhere as clear cut.
Do you really think it takes more then a week for rumours to spread throughout a city? And how long will it take Hawke to become important enough that they consider making coins bearing his likeness? And how long will it take for those coins to be made? And how long will it take for those coins to enter circulation?
You are focusing on Kirkwall when i'm talking of how the public awareness spreads over much larger distances. Yes, in Kirkwall people will know very quick if Hawke becomes the Champion, faster than it will take the Champion to issue orders to print some coins with his/her image. But few hundreds or thousand kilometers from Kirkwall no one will know nor care that there's a new guy ruling some far-off city until eventually traders bring such news back from their visit to Kirkwall. A visit during which --being traders-- they quite likely acquired some local coins they're then able to show around, as proof of their word. Thus spreading not only news that there's actually new ruler in Kirkwall, but also what he/she looks like.
Having an accepted standard currency has many practical benefits. It makes trade much easier.
And yet pretty much each county in our modern world still chooses to use its own currency. Just like they did in the past.
The old coins all followed "accepted standards" as they were -- they're effectively worth as much as the materials used to make them. And that made trade easy enough.
