Funny, I was about to post that when I read the title. I'm not sure if the two can be compared like this though. They both belong to the best the industry has produced over the last few years, so yeah it is reasonable to assume that the costs were similar. And yet somehow Mass Effect has more multi-media stuff than any of those franchises, with the exception of Halo which has been in existence for much longer.
I don't know. Maybe Bioware has a secret pot of gold somewhere. In a day and age where an AAA game has to sell a million to be even considered for a sequel, I do wonder why EA back Mass Effect so.

whatever it is tho, Dragon Age Origins alone probably still cost more to make over its 5 year production cycle (and people wonder why they've streamlined the sequel?)

do you have a source for those numbers? Because they they are a lot higher than I have read about.
