In your opinion, what was the most touching moment of ME2?

I lost four good men and women that day (Tali, Thane, Grunt, and Miranda)...but to this day (nearly a year after the fact), I still remember Grunt's dying words.
"Good fight, Shepard. Good fight."

Out of those not mentioned already, Erinya from Zhu's Hope-related quest on Illium. Something about that whole conversation is kinda emotionally touching.
That one has an emotional whiplash. First I'm a bit peeved at her for what she's doing to Zhu's Hope, then after I find out her backstory (and when she's just crumpled in tears) I feel a small amount of sympathy and use the option that points out her daughters would not have wanted her doing what she's been doing, and then after I get her to revise the contract for Zhu's Hope and walking towards Shiala to finish the assignment those two asari background NPCs you walk by start trashing purebloods.
Also in that area is the salarian and his asari daughter. Keep walking towards them and listen to their conversation. Of course, I think you have to handle the assignment with the krogan composing love poetry for the asari running the gift shop first...
Otherwise. "Sheparrrrrrrd! My frieennnnndddd!!!", hugging Tali, hugging Liara, telling Miranda to go introduce herself to Orianna and others. With Sidonis I blocked the shot for a bit long enough to hear his story. "Ah, a win-win situation. Garrus gets his vengeance and your nightmares end."

Also, the end of LoTSB, when Liara goes on a tour of the Normandy and then she and Shepard talk. Shepard's last words are "Come back soon, Liara." He sounds so vulnerable and lonely. It gets me every time.

Otherwise, some scene from LotSB.
The paragon interrupt after defeating the SB. Or Shepard's promise in the cabin scene, when she tells Liara she's always coming back to her.

Samara: What do you think I will say? What can I say? I just killed the smartest and bravest of my daughters. There are no words. I will try another time.
Breaks my heart every. single. time. Sure, hugging tali is rainbows and love, but Samara's code completely prevents her from even expressing any emotion. You can sense her heart breaking but she's so damn strong she refuses to express it. That, to me, is powerful and so sad.

2. The end of Overlord
3. The end of Lair of the Shadow Broker, on the SB's ship and back on the Normandy with Liara.

Seeing Garrus again in first playthrough without any spoilers. Had no idea who Archangel was.
lol....me, too. I didn't know that "the assassin" was a new species, that he was just a different--looking Turian, and that "Archangel" was him.
Like you, it totally took me by surprise that it was Garrus.

Running in to Wrex again is gloriously brotastic, and Bioware knows how to pull at the heart strings with the use of the Vigil theme.
*snip*
Garrus' loyalty mission, during my renegade(ish) run--I asked him if he was sure he wanted to go through with killing Sidonis, and he basically spat at me about how I was the one who told him that seeking revenge was justice. I suddenly felt responsible for his incredibly destructive behavior, and it actually hurt a little.
^This. Both. A lot, like truckloads of this.
Wrex looks so weary and irritated with Uvenk, and then Shep steps in and he just lights up <3
The same moment with Garrus happened recently for me too, for me it felt like he counted on that Shepard would understand and support him, and felt a tad bit betrayed when Shep won't understand. In the end Sidonis ended up with a hole in the head. His reason "they got to me, said they was gonna kill me" just felt too weak in that moment. If it was his family that had been threatened that would have been a different story.
Too bad the writers botched Sidonis and his reason for betrayal, that situation could have been even more powerful than it was.

The only thing that comes to mind right now is Serenity, the Reavers origin thing.

"Commander!!!!!"
If Shep dies in ME3 it will have to top his/her 'death' in ME2.

I barely held back man-tears when you realize just seconds before the actual reveal, that the scene's leading you to believe they rebuilt the ship - Joker looking particularly proud for no apparent reason, and also that he's with you too! The music crescendos, the lights come on one at a time, and the SR-2 is finally revealed, and you are finally home again ;_;

2. The reconciliation with Liara at the end of Lair of the Shadow Broker.
1. Mordin finding the dead krogan female during his loyalty mission, and the conversation that ensued. Kudos to BioWare for creating a really complicated moral dilemma. Seeing Mordin bare his soul like that was amazing. He spent much of the game playing comic relief, but this is where he became my favorite character in Mass Effect 2. It was also where my Shepard, who had previously given him a lot of flak over the genophage, forgave him.

Meh it wasn't my Normandy. It was just a replacement, With a Cerberus logo on it. Wasn't loving that. All it did was reinforce that the SR 1 was dead and gone, and I was that much more dependant on TIM.

Yes, the Asari who lost her daughters was heart wrenching. I was nice to her, I just wanted to pick her up and give her a Tali hug.
