Tell me about it, I had a slight panic attack when Garrus got nailed by the gunship. I know it's not ME2 and it's not what I'd call touching but for me though no moment beats the Fith fleet appearing through the Mass Relay and saving the Destiny Ascencion. Gets even better when Hackett orders the fleet not to retreat against Sovreign. Like I said, not touching mut still makes me go YEEEEEAAAAAHHHHH! GET SOME! Or words to that effect.

i thought that was great
i also liked the ending of Miranda's quest

And double everything associated with this (mainly because Liara is this femShep's LI)...

(drinks on the Normandy was the most touching of the whole thing, for the reasons already stated: reconnecting with LI, being asked and finally getting to express how I really feel about things, knowing that Liara asks that because she cares, not because she's trying to motivate me to do something for her, etc.)

I felt a bit bad for David in Overlord, but my first reaction was: "WTF?"
On a more serious note, Liara's conversation with Shepard on the Normandy was quite touching for me because you can express what you feel, and the music is quite excellent for the mood too.

Most two though are...
Tali finding her deceased father, giving her a hug and then listening to the message.
The Normaldy SR-1 being blown up, along with it's twenty+ crew members.
Others are...
During the Suicide Mission, telling Garrus to lead the second team. All he does is give a second nod, knowing Shepard trusts him to lead the team just like he did his own on Omega. The other is when everyone but Shepard and two others stay to "Hold the Line", and just the thought that Shepard may or may not see some of them again.
The ending of Overlord was also quite moving.
Seriously... Mass Effect 2, KOTOR II and Kingdom Hearts II are really the only games that have ever moved me to the point of tears.

That was my favorite moment of ME1, touching or not. 5th Fleet dropping the hammer on the Heretics and Sovereign was something to see.

It's heartwrenching, actually. She refuses to accept pity, but you really, really want to be there for her. The Justicar code may have demanded she did what she did, but just because she follows her code doesn't mean she doesn't have feelings.

I hadn't thought about it in those terms, but you're right. Everyone else was ****y about being dead or being with Cerberus (Liara wasn't too bad about it, but she was in some kind of funk over other issues that gets resolved in LotSB). But not Wrex. He didn't ask how you were healed/rebuilt, where you'd been, or anything. The only thing he said was "I should've known the void wouldn't be able to keep you long."
And, of course, Grunt informing him that Okeere is dead. "Of course he's dead. You're with Shepard. How could he be alive."

However, although this is slightly off-topic, one of my worst moments of ME2 was when I selected Garrus for the second fire team leader, because when I saw him take that shot to the stomach I immediately shouted 'NO!' at the top of my voice, believing the shot to be fatal, so to see him just shrug it off a second later was a massive relief, because I probably would have refused to ever play the game again if he had died

And after finally going into an in depth dialogue with Wrex in ME1 it was pretty cool that he dropped everything when he saw Shepard there waiting for him in ME2.
In Mass Effect 1, one of the best moments is when you meet Vigil on Ilos with Liara and Garrus in the group, just makes the scene work beautifully. The other being when you decide to use the Alliance to save the Destiny Ascension and that triumphant music is playing, very well put together scene.
