Why couldn't they add this content to the retail game?

Perhaps I am whining, but given the fact I have spent over $400 on Bioware products and merchandise, I think that I have atleast earned the priviledge to whine a little for things I don't like. Bioware has done it for Mass Effect 2 as well as the first Dragon Age it's not really a surprise they would do it with Dragon Age 2 now

Bioware has done it for Mass Effect 2 as well as the first Dragon Age it's not really a surprise they would do it with Dragon Age 2 now
From what I remember, the shale dlc came with the collectors edition of DA:O which you could buy from Steam, ME2 not so much but it came with extra goodies like the armor and rifle. The only version available on steam does not include the DLC or anything and you are still paying the $60.

That aside, the reason they can't include it in the retail game is that the content of the game must be locked down months before release. That's not to say they couldn't give it away with every new game purchase, but they decided to reward those who pre-ordered. I'd suggest waiting to see what the DLC reviews are like and if it seems worth it, pick it up. If not, you'll save yourself some bucks. Either way, you still get a complete game without the DLC.
