Different funding.
Different timetable.
(most likely) Smaller team.

It was either paid DLC or it wasn't made at all.

I really don't get it why make DLC, even before game wasn't even released.

I'm getting that DLC but if that happen even with ME3, I won't do it anymore Bioware.
After ME3.

Bioware has done it for Mass Effect 2 as well as the first Dragon Age it's not really a surprise they would do it with Dragon Age 2 now

Perhaps I am whining, but given the fact I have spent over $400 on Bioware products and merchandise, I think that I have atleast earned the priviledge to whine a little for things I don't like. By looking at the title it would be very easy to deduce that this is a whine thread. : )

Yeah I don't get it either.... pure cash-in. I don't think it's worth it to be honest. Sebastian seems like a really dull character.

It was an incentive to buy the Signature Edition (it comes free with SE). People who didn't have the forethought to buy the Signature Edition get to experience it for $7 ish dollars.

This is nothing new in the games industry and not buying it won't break your experience with the full game.

There are many topics about this already.

it's not their fault you spent over 400 bucks on something they didn't twist your arm. They know people will pay for it so they do it. Maybe they like offering they're fans a little more, seeing as how people spend so much on their stuff that is why they do stuff like this. Remember Bioware is a business

From what I remember, the shale dlc came with the collectors edition of DA:O which you could buy from Steam, ME2 not so much but it came with extra goodies like the armor and rifle. The only version available on steam does not include the DLC or anything and you are still paying the $60.

Steam didn't get the signature edition and the promotion for Signature edition ended on January 11th,

That aside, the reason they can't include it in the retail game is that the content of the game must be locked down months before release. That's not to say they couldn't give it away with every new game purchase, but they decided to reward those who pre-ordered. I'd suggest waiting to see what the DLC reviews are like and if it seems worth it, pick it up. If not, you'll save yourself some bucks. Either way, you still get a complete game without the DLC.

Generally they want people to buy the game.. Purchase = bonus.. Rental = no bonus unless you pay extra for it giving them revenue.
