So, I get the whole bonus feats mechanic and all that jazz.
But where for pete's sake can I adjust when GENERAL feats are awared???? I have scourered the breadth and width of all 2da's and have found no relevant files!

The feats given at first level and every level evenly devided by 3 is hard coded. Is that what you are asking?

you can however workaround it via making a bonus fet lists like wizard have and granting bonus feat from this list every level
(it wont work for 1. lvl if you are running PW and AFAIK you cant set up more then 1 bonus feat per level, but Im not 100% sure)

Now why would they hard code such a thing?
And of course you can set-up more than 1 bonus feat per level! You can set up as many bonus feats as you like every level(well, probably only up to 255 or somesuch, but that would be a massive overkill anyway).
The only workaround I can think of(and that's a strong word for it), is including the general feats in the bonus feat list for the class.

I think the workaround ShaDoOoW suggested is your best option. And you are correct, you can give more than one bonus feat per level. You can change the Bonus field in cls_bfeat_*.2da to numbers higher than one.
