 i want to unlock the dagger for the demo for the 360, but i cant download the demo because it says my age rating for the console restricts it, even though i turned off family settings

Your gamertag probably has your age/bday in it. Either age faster or change that. If you are too young to play you shouldn't be playing anyways.

so why the hell is it doing that? besides it never does it with other games i download like mass effect or GTA
