About the time... 1pm PST, I must add 8(gmt)+1(-1)=9 houers going east toward the next sunrise, so it will be well evening 22:00 in Norway... using GMT-1. It works like adding houers going east, substracting going west.
The history is that Earth's longitude 0 (zero) goes through a place called Greenwich outside London, Great Brittain and was defined as the starting point for time :-), ie. GMT.
Then going 180 degrees east or west, the old day ends and a new begins, the Date Line.
Then the day circumventing the Earth was divided into 24 houers, 12 before midday ante meridian, am, longitude 0 (zero) is the meridian... and 12 houer post meridian, pm.
Complicated? Not at all. :-)

Once upon a time, a long time ago, there was a written language with the name of LATIN. which was used in written documents of some worth :-) Some, or rather much is still in use in many modern language. Ante and post meridian, am and pm is but a few.
