Seems that (at least for me) STEAM's version did not install the DAUpdater Service.
Here is what I had to do to fix it:
Goto: Program Files (x86) / Steam / steamapps / common / dragon age ultimate edition / redist
In that folder you will find two files:
DAOU_UpdateAddinsXML_Steam.exe
and
DAUServiceSetup_Steam.exe
What you will need to do is right click and Select the Run as Administrator on both of those files. This should do two things. 1. Add the proper files to your Offers folder and 2. Add the DAUSerivce to your Windows Services.
Now once you have that out of the way, you will need run the services.msc (same as going into the control panel/Admin tools/component services/Services (local) only faster). Once you have the Services displayed, make sure that the Dragon Age: Orgins - Content Updater is started. If not, right click on it and select Properties: change the start up type to Automatic and hit the start buttion and apply.
Now load up Dragon Age: Orgins. Log into your account. If your logged in then log out and log back in. Then all of your DLC should no longer be unauthorised.
