If i preorder DA2 off steam can i start downloading it before the release date and then wait till its relesed to install it or do i gotta wait till the released date before downloading.

Unless Steam says you can pre-load the game (So far it doesn't), you have to download after it's released.

Most of the time, a couple days before its released, you can pre-load it.

and because im in australia and the release date isnt till the 10th here, would it let me download on the 8th? or still have to wait till 10th

Hmm... that is a good question, but i'm not sure with international dates. I think you should post that question on the Steam or Valve forums. Sorry I can't help you there I never bought a game from a different country like in your situation.

Unless you set your country code manually to US in steam it will abide by the date set by your country. Meaning if your in AUS then Stem knows your in AUS and will not let you download until the 10th.
