OK, I'm totally going to take your word for this; the developers ([2] link) are clearly wrong here. And for the last time there is no difference between ME1's and ME2's persuasion system.
In ME1 persuasion checks require #points in persuasion, which is in turn unlocked when you get a certain number of of paragon/renegade points - i.e. best to do difficult checks late
In ME2 persuasion checks require a certain percentage of paragon/renegade point of the total that one could have picked up - i.e. best to do difficult checks early
Yes I'm aware of that, but it's still pretty much the same. One actively checks your percentage rate so fare (ME2) where as the other (ME1) ultimately checks your total percentage.
It is literally impossible in certain parts of ME1 to use Charm/Initimidate options simply because you aren't a high enough level. How is that better? You can play a pure Paragon or Renegade and still not be able to Charm/Intimidate people, even if you put all your points to those talents. Really how is that better? If you want to unlock those options you literally have to go look up the skill level required and then specifically plan or wait to intiate that specific dialogue. You shouldn't have to do that in a game that otherwise actively adjusts to your level.
ME2 does actively adjust to your level though. And frankly unless you flip flop between Paragon and Renegade conversation options constantly it shouldn't be hard to maintain a 70% of the points.
You can't Paragade in ME1 either (at least not in a 1st playthrough). If you do you won't have enough points to unlock the majority Charm/Intimidate options when you need them. And guess what assuming you can fully invest in one of the branches you still won't be able talk Saren down. Seriously I tried this. Had 12 points in Charm and like 8-10 points in Intimidate. Guess what? All options to Charm/Intimidate Saren at the end were grayed out.
You either play a mostly Paragon or mostly Renegade character. It's just how the game is, you cannot be both. It's essentially like KOTOR do you choose the Light Side or the Dark Side? Can't be both at once. The Devs never intended for people to be able to be both a full Paragon/Renegade cause it frankly makes no sense. Heck you can even do a few harsh things and still remain a "good" character and or do a few really nice things and still remain a mostly "bad" character. I just don't see what the problem is.
