I changed the 1 to 0, and after that I could play my saved games without the need to log in.

Trying to use Resume always causes the pop-up. Loading the most recent save from the Load option does not.
If authenticated DLC is the wave of the gaming future, color me unimpressed.

The problem has to do with bundling the data but not the rights. When you download one of the DA:J unlocks, you get all of Promo Item Pack 2, but you only get the offline rights for the item you clicked on to initiate the download. To use all of the DA:J unlocks while not connected to the DA servers, you need to re-download the data for each item. It's a clumsy workaround, but you should only need to do it once to make the problem go away.

From my experience, it's a sporadic issue that occurs when trying to load a game while you are still being logged in, as opposed to being logged out or completely logged in.

Are the cameras at your local Wal-mart treating you like a criminal? What about the sensor that they package in most products so you can't steal them? Legitimate complaints, absolutely it would be nice to use the DLC offline. However, for most people this is hardly a big issue as most people have an internet connection. Occasionally you won't be able to play because it's down or whatever but it is hardly a widescale issue and likely won't receive any major attention. It's not that Bioware thinks you're a criminal it's that this is the way the system has to be done. Otherwise they may as well just make the DLC a free download as someone downloads it and host the files for download: or worse they start putting Securom and other such crap on our PC's again.

I play DA:O and all of the DLC without an Internet connection all the time. There is absolutely no "phone home" requirement for the game or any of the DLC. You only need to be connected when you download and install it.*
* I don't know if that's true for the download version of the game (such as through D2D). They might have an "authenticate" requirement in place of the disc check that the retail version uses.

The game will only try to authenticate if you're logged in (assuming you've previously authenticated). It takes some time for EA servers to authenticate your DLC, so if you start the game logged in and attempt to load your game save too early, you'll receive that popup stating you need to be logged in even though you already are.
I don't think you have to register your game on this site, although apparently some have needed to in order to redeem their promo codes, so to be safe you should register your game and redeem your promo codes, under the same account that you use to log in within the game's interface.
This may not be needed, but to ensure you can authenticate the first time, start the content updater service (Administrative Tools > Services) and run daorigins.exe as an Administrator. Start the game and log in, and wait until all your DLC is enabled and authorised. Now log out, disabling "Always log me in", and exit the game.
You should be able to play logged out now, because the most recent log in was with an authorised account, and without the game starting up always logged in, it won't attempt to authenticate.
If you wish to take this a step further, you can edit AddIns.xml (Documents > BioWare > Dragon Age > Settings) and change/remove RequiresAuthorization="1" for each problematic DLC. Doing this should allow you to enable "Always log me in" and load your game saves immediately.

Just decided to test it again myself, I think it is as you say, only a problem if you try to load a save while the game is attempting to authenticate. So went and pulled the plug from my connection, then loaded Dragon Age up, and did not get an error, showed up as Logged out, blah blah, and it worked for me at least, shale was still in the party and everything.
Might be something for a future patch to address though, since I'm hard pressed to think of a reason it should deny rights while attempting to log in but not deny while logged out.

More information.. My game is registered, my promo code are bound to my account, and still I need to run is as an Admin to get them working.

However, yesterday, my cable company was working on some stuff in the building and my internet was turned off most of the day. Despite this, I could load my save file with no trouble whatsoever. I was not connected to the internet, but I could play, and had no DLC-related issues.

That said, I would hope that some employee with technical skill is troubleshooting this inconsistent issue as it is giving undeserved bad press for the game on these forums. I suspect it would be an inglorious trial and error style troubleshoot.

Key Points:
- Dragon Age: Origins - Updater Service. IF you choose to log in through the game, this service needs to be started, either manually or running daorigins.exe as an Administrator.
- After logging in, wait a few seconds before attempting to load your game save. If you wish, check your downloadable content, and when all DLC is authorised and enabled, you'll know you'll have authenticated successfully.
- If you've already authorised your DLC, you can play the game offline. Make sure you disable "Always log me in" to avoid any trouble, and start the game logged out. You should be able to play without any annoying incorrect pop-ups, and you won't have to bother starting the Updater Service or running the game as an Administrator.
- If you wish to play logged in and avoid authorisation issues, edit AddIns.xml and remove RequiresAuthorization="1" from the corresponding DLC entries. This way you also won't have to bother starting the Updater Service or running the game as an Administrator.
