This is not entirely accurate. I know some individuals who have managed to input serials into their D2D downloads so they could install the game (don't ask). These individuals have found that the D2D "version" has the same Release Date Checker as everyone else, which, like everyone else, is indicating 0000 Alaska Standard Time (adjusted to their respective timezones of course). If D2D comes to their senses and releases the keys earlier than their generic 10 am PST time (keeping in mind that that is a blanket generic time they always give for games), then D2D users will be in the same boat as everyone else. If their keys aren't released earlier than the generic 10 am PST given, then you are correct in that the Release Date Checker is meaningless and it's just whenever they get their keys.
The point being, there's nothing special about the D2D "version". It's the exact same files as everyone else. Only Steam has a slightly different "version".
As for the Steam version, they also use a Release Date Checker, but everyone I know with Steam when using it has not been given a specific hour time, just a date. So, it's anyone's guess what the Steam version, being the unique snowflake that it is, is doing when it comes to unlock times.
