Basically it is a legacy.
One problem is that different parts of the world have different gaming release date standards. While the US generally sees games released on Tuesdays (along with music and movies), much of Europe has Friday as their release day. Combine that with brick and mortar stores tending to not want to change things and you have these different dates.
And sometimes companies don't feel like they can support a global or mostly-global release at the brick and mortar level. So they stagger the releases to spread out the work.

The EA Store is incredibly bad at providing you information on your previous orders. Not to mention the account management through which you can check your order history only works on some browsers, but not on others.
For instance, I use Google Chrome as my main browser, but have to alternate between Internet Explorer and Firefox to actually access my Order History as the connection is constantly reset if I try using Chrome. Even with the other two I run into occaissional problems. My favorite is two weeks ago where in Firefox it told me I didn't know my password, but then it worked in Internet Explorer (yea, I have absolutely no idea where EA gets their codemonkeys from lol).
At least half my orders I've had never showed up at all. There were only two reasons I knew they even went through:
1) I used Paypal, and you can check your account history through them, where it clearly shows the EA order # and that you paid them money.
Or, if using my credit card:
2) I contacted Support and had them confirm multiple times that I did, in fact, have an order succeed with them.
It continues to blow my mind to this day at just how bad their EA Store is at handling basic information like your Order History. This is a multi-billion dollar company who's digital store makes one think it's a front for some 14 year old peddling black market games. It's really, really wonky.
I actually had to pre-order Dragon Age 2 three times (and cancel it twice via talking to them through Live Chat) over the last month before the third time (last week) finally actually showed up in my Order History. The first two times, I never even got a confirmation email, though talking with Support (and my bank account) both showed the orders went through. I wasn't going to be satisfied until it actually showed up in my Order History though, so I kept cancelling and re-ordering. Third time's the charm apparently. I wasn't going to take any chances this time around.
If I didn't detest Steam for requiring it to run to play games (seriously Steam, why?), and hand't been burned by Direct2Drive's previous DRM issues for some games that made it almost impossible to mod for legally (I know, not actually related to this game, but it's a matter of principle), I would never, EVER, use the EA Store.
I guess, long story short, is that their website/account management is horrible, and has always been horrible, but rest assured, you almost certainly do have the game on pre-order anyways. If you are really concerned, I'd suggest talking to someone via Livechat.
