They probably mean that they upgraded the keep so that while it got destroyed, it wasn't *completely* obliterated. Don't all the companions survive you left at the keep when it's upgraded fully?

Only certain ones if you save the city, you have to take certain ones with you.
My literally "perfect good, but honorable" playthrough required a lot of thinking.

actually if you fully upgrade you CAN save both. The keep isnt destroyed just badly damaged. Also, if fully upgraded, all companions survive.

Alright, I wasn't sure. I never liked most of the companions, so I strategically left the ones I didn't like behind so they could die.

Playthrough: DAO, Awakening, all DLC
Romanced a hardened Leliana
Saved the Circle, side with mages
Reluctantly killed Connor, executed Jowan, no Redcliffe causalities - Felt Connor had to be killed to ensure no more deaths. Since Moira traveled to Redcliffe first this is where she really learned the burden of being a Grey Warden.
Recruited the Dalish, convinced Zathrian to cure the werewolves
Made Bhelen King of Orzammar, destroyed the Anvil, didn't help Burkel or Dagna
Spared Loghain, placed hardened Alistair on the throne along with Anora, - Losing Alistair was very hard on Moira
Trusted Morrigan as her sister and so had Loghain do the Dark Ritual, slew the Archdemon, asked for the Terynship of Gwarwen as her boon so she can better support Alistair and the Grey Wardens, also effectively makes her and Fergus the 3 and 4 most powerful people in Ferelden.
Saved Amaranthine, Killed the Architect Vigil's Keep fully upgraded.
Allowed Morrigan to leave through the eluvian.

You can only get an achievement for saving one, but if the keep and soldier armour is completely upgraded, Vigil's Keep will stand.

I don't believe this, in all forms no matter what you do (and I know I did everything cause I checked the guides and also had the 12:1 ratio from the silver order) the keep remains inaccessible but is REBUILT QUICKLY and he stands on the walls and says they are great.
